The hierarchy of permissions is generally built three-stage:

 

Manager-user (M) can create and edit users and projects and are permitted to assign users to projects.

Project administrators (A) can define the table structure with the issues, the workflow and the permissions for co-workers of their respective project.

(Standard-)Users (U) can enter and edit issues in the table, but do not have administrative permissions.

So-called Template users (T) aren't real users. They serve as template for the access privileges of other users and cannot log in to the system.

 

Different access privileges can be assigned to each user, e.g. which statuses und issues are visible/editable for him/her and which features he/she is allowed to use.
